Are there any notifications in the NTE:SYS-NT Process Control?  If there
are then it maybe a escalation thread issue.

Check that escalations are running on the server. The group
notifications are expanded to the group members by an escalation that
created the records in the NTE notification form for members of the
group. Sometimes escalations are disabled at the server configuration
level when you do an install/upgrade and forget to re-enable them.

Just rolled this version out live for the company and group
notifications for incident records are not triggering.

Notifications are not being sent when an Incident is assigned to a
Group. Notifications are sent when an Incident is assigned to an
individual. Notifications are sent for Tasks and Changes being assigned
to a group but I cannot find a configuration to ensure that Group
Notifications fire for incidents.

Amazingly this is a major issue.
