Yes - upgrade to 7.1 first, then to 7.5. There were table and license changes in 7.1 that 7.5 and later assume. It would be a good idea to have your license keys available as well in case you have an issue w/ 7.1 install. Licenses are moved into a table (instead of .lic file).
FWIW - we went from 7.0 to 7.6.3 (never saw 7.5).
