The selling model did change several years ago - so if RKM capacity is purchased through the Solution Pack selling model, it does include an AR System user license. And yes, an RKM analyst or admin does require an AR System user license to be able to create knowledge articles or administer the application.
A self-service end-user does not require an AR System user license, but end-user self-service capacity still must be purchased.
