Exactly The first step while be to ask the user to try out on different person. If he is the only person facing the issue then its not the issue with the Application, its the machine which might be having an issue. Check for Java version installed.
I have faced such issue may times and found out the internet settings is the issue on the browser. Some time it happen that when group policies are applied on all machine some default setting of Browsers get disabled because of this.
