Peter,
I have seen others suggest a few things.. if none of those help, check out
the version of your flash player. Make sure it is the minimum version
recommended on the compatibility matrix for version 7.1.00 Patch 007.
I've had this problem on ARS / Mid-Tier 7.6.04 when the version of flash was
1) lower than the recommended version and 2) the flash player installed was
the plugin and the browser used was IE since IE requires the Flash Player
ActiveX to be installed..
