The overlays concept was first introduced in AR System 7.6.04.  Thus, the 
concept does not exist in 7.5.00.

You may wish to just use AR System 7.5.00 Developer Studio if your server is AR 
System 7.5.00 - especially if other members of your team are using AR System 
7.5.00 Developer Studio.

I just found that I was misinformed.  The server is not 7.6.4.  It is 7.5.  I 
still do not understand why I can not modify the code.  The mode I am supposed 
to be in is "Base Development."  What am I doing wrong?
