Yes. With the CMDB you get the "Base forms", Class Manager et al. You just don't get the AST:xx GUI forms.
Go in with Dev-Studio and look for BMC.CORE: forms. Warning: the base forms aren't very pretty for manual data maintenance, relationships, associations et al.
