You must never use the process flow bar or one of the Next Stage or Resolve buttons on the Incident form. Any of those will open the HPD:Help Desk Dialogs form... after a 45 second to 1 minute delay. The same delay occurs when you Save and Close that dialog. This is exclusively an IE9 "feature."
