I have been battling the same issues, change the cache time settings to all zeros.
Definition Change Check Interval (Seconds) = 0 Update Flashboard Definition Interval (Seconds) = 0 Resource Check Interval (Seconds) = 0 and Disable Cache Persistence. This places the Mid-Tier server in development cache mode.
