I have seen the same problem with our mid-tier, flushing the cache, restarting Tomcat, but not able to see the changes...
After clearing the FF browser cache along with flushing the mid-tier cache, I'm able to see the new changes... Not sure it's related to your issue, but it's the same symptom...
