We are having an issue on some machines where the users are unable to
open an attachment (.docx, jpg, doesn't matter the file type) on a
work info entry for an incident.  The user clicks "View" and then is
presented with the "Save" or "Open" screen.  When they click open, it
starts the file transfer box, but nothing happens.  No other program
is loaded (like Word, or Picture Viewer).  Nothing happens.

Has anyone else experienced this issue?
