I just used the same words as Kelly to answer her question. Upcharge typically refers to an extra charge that is in addition to the standard price of the product or service that you bought.
In this case, it is tentatively expected that there will be no additional cost beyond the costs associated with the purchase of the ITSM Suite offering itself. It isn’t “free”, though - i.e. it is expected that you will not be able to download it without purchasing or migrating to the latest version of the ITSM Suite under the Suite pricing model. -David J.
