I would echo what others said about a People record being required, but I would also suggest building an integration with Active Directory via ARDBC. Just build a vendor form against the User Accounts in AD via ARDBC, then build an escalation to put that data into a staging form, which has filters to create the appropriate People and other records related to that. That will likely be helpful for you in other ways as well for Incidents and such that are called in against People records.
