After you create the group and you enter its information into the license permission maps form, it should appear on that list as explained on that article.. Did you follow the instructions just as is explained there?
I can assure you that there is no bug or anything in that part of the system as I have done this several time in almost all the versions since the conception of this model of ITSM... So if something's not working, you have missed something out..
