And you could also try using the Data Management Tool.
Under transactional data, it allows import of Incident data.
All you should need to do is to fill in a spreadsheet with Incident data, Load 
it, Validate and Promote.

you could SOAPUI, a freeware tool to consume the web service on the Interface 
create form mentioned below to mimic incident creation. In SOAPUI, there are 
options to set the number of times a particular operaion should run, that way 
you can automate it.
