I believe they changed this in Sp3, because since then I have to log in as a user in that mid-tier in order to get the re-caching process to start. You can watch it in the \cache folder or the mid-tier configuration - cache page. We accepted the change since Sp3 fixed some troublesome firefox-specific problems with Work Info notes fields, but we did notice the behavior change.
