This error is reported, but should not stop the AR System server from starting or from functioning fully. This message should have no relationship to any issue about starting the environment.
I assume there is nothing else in the error log and the server service is not just taking a few minutes to get going. If you cannot get it started, I strongly suggest you open an immediate ticket with support to get their assistance.
