Some of my users are asking for this as well, especially since unlocked records 
can be edited by basically anybody.  The approach I was planning on taking was 
to simply set the default to Locked on Incidents, Problems, Change Requests, 
Tasks, and Work Orders.  That way if there is some reason for it to be 
unlocked, they can set it manually, but the default would be more secure.

The customer has asked that the default for all Work Info records be set to 
Locked in order to preserve each entry from being altered. Has anyone out there 
changed this default setting? Any lessons learned you can share?

It seems like a small change but with ITSM, there is no inconsequential change!
