Some of my users are asking for this as well, especially since unlocked records can be edited by basically anybody. The approach I was planning on taking was to simply set the default to Locked on Incidents, Problems, Change Requests, Tasks, and Work Orders. That way if there is some reason for it to be unlocked, they can set it manually, but the default would be more secure.
