Does this manager who is approving have any of the application write licenses?
Or
Does this manager have a user fixed license?

If answer to one of the two questions above is TRUE, you will not hit this 
error.

This is a BMC application. Just the normal approval central console. Nothing 
customized about it.

Is this a BMC aplication or a custom application. If it is a customer 
application you do need a write license.

We are using 7.6.04 and the managers are receiving the attached errors when
