i experienced this particular issue randomly. i have configured spanish
language so from time to time a particular user saw fields overlapped
mainly on incident id area.

my first solution was to flush server cache then the error goes but
definitely not the best "solution"

then i realized that if i go to user preferences change something,
particularly, language then go back the error goes away. Since then it is
my workaround.
