You can have the best of both worlds if you also use SRM. Developers can open CRQs directly, and users can go to a simplified form in SRM for enhancement requests that fill out the shell of a CRQ, which goes to a support group who assign the Change Coordinator to fill out the rest of the details and manage it like a normal change. That's how we do it in my organization.
