Have you gone through BMC’s performance tuning document? Out of the box, it isn’t configured well. You have to do some Tomcat optimization as well as set up preloading of forms for it to start working well. However, also be aware that the overhead of going from one user to many isn’t going to be a huge difference, the majority of the overhead is just in running Tomcat and the apps it supports.
