If your question is how long would it take you to be able to build forms and workflow objects, the answer is probably measured in hours or days. If your question is how long would it take to be able to build GOOD forms and objects, that depends on getting some formal training and working with some people with some experience you can learn from. It takes probably 2-5 years of experience to be able to build a pretty decent application for most folks.
The good thing is that you can quickly and easily build an application to do anything you want, in any number of ways. That is also the bad thing. That's why experience is necessary.
