Hi Justin, I was able to re-produce your issue.
The problem stems from a conversion issue of your old security.xml to a new one compliant with the new version of Artifactory. As an intermediate solution: Please log in with an admin user to your permissions in Admin:Security:Permissions and in the "Groups" tab enable the authorization for each group for each permission target.
