Both your guesses are right, this is indeed the intended behavior; only if
the artifact is literally stored under it's non-unique snapshot version, it
may be retrieved under non-unique snapshot path.
That being said, work is underway on an
issue<https://issues.jfrog.org/jira/browse/RTFACT-4255>to, among other
things, provide the latest snapshot of a version.
