I am running into the exact same problem. Also when I log into artifactory as admin and check the users or groups UI, I don't see any existing users or groups. But when I try to add an already existing user, I get an error message saying the user already exists... but I don't see the list of users.
My biggest issue was somehow the anonymous user got deleted and without being able to see the list of users in the list it was hard to figure out that anonymous user got deleted. When I added the user back... the permissions were not correct. Since I cannot see the users, I cannot set up correct permissions... the upgrade was a mess. By choosing to upgrade we destabilized the environment. Can you pls. tell whats going on and how to fix it? Thanks and I really appreciate any help.
