Simply editing the artifactory.config.latest.xml file will make no
difference, as it's just kept as a backup of the latest applied
configuration.
To re-apply the edited config file, you need to rename it
to artifactory.config.import.xml and then restart Artifactory.
Can you try that please?
Also do you see any errors in the logs files when trying to remove the
proxy reference form via the UI?
