I see your configuration seems ok,
        I tried to reproduce the issue locally and found that the scenario works
well, 
        for further investigation, let's try the following things:

1. Do you have any logs from the old maven 1 server so that we can look at
the requests coming in from Artifactory?

2. Try to download from through the remote proxy and not through repo:


http://localhost:8081/artifactory/myRemoteRepo/sci-commons/sci-commons-misc/1.0/sci-commons-misc-1.0.jar
 

        and tell me what the outcome was.
