Hi Scott,
It seems that your issue is that you installed Artifactory version 3.0.4
$ARTIFACTORY_HOME in the same directory as the old instance (2.3).
Please notice that you need to install the new Artifactory instance in a
different location than the old one. see here:

After you installed Artifactory 3.0.4 in a new location, and in a different
$ARTIFACTORY_HOME, you can run the import again.
After the import process complete, verify that all of your artifacts are
there and then you can delete the ***old *$ARTIFACTORY_HOME**
That should fix the issue you described.
