I don't know the Abbott Funding but I am used to talking through my ass
anyway so here goes. I assume it is tied to income levels and not
school taxes collected or assessed, because the latter is arbitrary and
doesn't reveal anything about poverty or lack thereof of a district.
For instance, assume you have high school taxes but poor income levels.
Sound familiar? Thus, consider this scenario: The majority of 3,164
condo units become occupied by affluent people with no kids (because
Fishman told them to leave them with the relatives) and its their
primary Census domicile. Income levels for AP rise dramatically and -
poof - Abbot funding gets cut because we are an affluent district. Then
what happens, these same new condo owners don't pay school taxes (and
don't care because they left the kids home heeding Larry's advice) and
the rest of us have to make up the slack.

As for the school system. I believe that it is separate from both the
state and city but created under state legislation, just like it was in
NYC. NYC, as you may be aware, finally got rid of the Board of
Education as a separate and state-mandated entity and now it is part of
the City under the mayor's control (Dept of Ed). I know this because a
member of AP BOE asked me some questions about AP using eminent domain
to condemn BOE headquarters. My eminent domain legal experts (best) say
it is illegal to do so and I advised BOE to follow that line. One
government authority cannot condemn another unless it is superior
(state v. city, fed v state, etc), also, I believe that a property that
is in public use cannot be condemned for another public use. You see,
that is part of us critic's beef with the incumbents (I forgot the
elections were over). Nobody knows what they are doing. This stuff is
sophisticated and you need experts. There is probably much expertise
right here in town that they could get for free or nominal stipends.
There should be an independent redevelopment authority and the council
should have to heed their advice, as well as its planning board, and
while we're at it, an historic preservation board. It all can be done
with the snap of the fingers on the city level.
