"Asbury Park allow chains is Asbury even on the radar Census data
probably works against them."

Where are the numbers?

Asbury's a cul-de-sac, with limited purchasing power, limited parking
and streets that frighten the greater market area; chains aren't going
to pioneer the near nonexistent pedestrian traffic (and family
restaurants in Asbury?) to win some sort of humanitarian award;
they'll only go where the numbers and potential profit exists.

As the real developers continue to subsidize retail on Cookman,
Mattison and Main, the numbers may justify a Starbucks, drug chain or
bank; but an Applebees`fo'get it!
