Another reality check needed here. Duany had very little to do with
the plan. The parameters of the plan were laid out in the Memorandum
of Understanding of 2001. A draft plan document that incorporated the
obligations of the MOU was produced by Asbury Partners.

After some public comment sessions where held it was clear that the
citizens wanted some significant changes and the City tried to
negotiate with the Partners. The Partners said no way, they have a
binding agreement via the MOU and would litigate if needed.

This is where Duany came in. Chosen by the City but paid for by the
Partners. His role was not to do planning, but to act as a mediator
and design consultant. During the sessions at the BC Hotel Duany
stated that this was "planning by contract"

There were some consessions by both the City and the Partners along
with agreement that design standards would be drafted, etc. Duany did
say the above about parking, but he had to, since that was the deal
from the begining.

One can not, from Duany's comments, infer this is a good plan or the
most appropriate plan for Asbury Park. It's just that this is what
was dropped in his lap and the City had given away valuable barganing
positions as early as 2001 via the MOU.
