So it is a failure?  I am not missing the point.  Seem to me that people just 
want to toss things out there and have nothing to back them up.  Somebody 
define failure.  Just becuase it is not going YOUR way does not make it a 
failure.  My point is things are happening and it is irresponsible for people 
to post otherwise.

You are clearly and seriously missing the point.

The Redevelopment Plan expires after 30 years.

The Plan and The Contracts are two seperate items.

Master Developer has missed many contractual deadlines.
He's still "in business" because the governing body
allows it.
