You make a lot of assumptions on why people are on assistance.
Do you realize we're in a recession?  Police, Firemen, Teachers
and executives have lost their jobs and yes, there ARE a lot of one-parent, 
absentee fathers, drugged out mothers, teen moms, etc.
How do you legislate behavior?  Sometimes a foreclosure is the reason, too!  
What you propose is illegal and unconstitutional.
The Constitution pertains to the poor, too!  No need to change laws to suit you.
