I agree 100% Sharon I believe there are ways you can legislate behavior in some manner, and some states do already
In some states violent crime felons are not allowed to receive financial assistance, like food stamps and such Some states drug test etc I think there are a couple states that are requiring drug tests prior to getting benefits What I feel is the problem with government assistance is the loopholes and the ones who purposely take advantage of the system, here's an example, My cousins brother in law works full time completely off the books, gets unemployment (been on it for 74wks), and food stamps (receiving them for 40wks). His "off the books" job pays more than mine (which is ridiculous). And get this... the guy buys LOBSTER TAILS every week from Shop Rite with those food stamps. So he's making more than his actual job he was laid off from.
