I don't think the states can stop federal assistance, but they can stop state 
assistance

I didn't collect unemployment when I got out of the Marines. You can get it, 
and many do, but I was not laid off or fired from the military, my time was up, 
I felt guilty attempting to collect unemployment, and couldn't collect, 
thankfully I found work quick

This is but ONE of the reasons that benefits set aside for
needy people and families, never reach those it's intended
for.   I thank you for sharing this but your cousin's in-law
is a thief!  There's a saying in the Black Community and in
general: "What goes around, comes around"!  I suffer from
"Catholic Guilt".  I could never do anything like this and
expect to get away with it.  Trust me.  Either he'll be found
out and be arrested or as the old folks say; "I hope nothing
bad happens to him".  Just remember, God is watching.  So let
him enjoy his ill gotten goods.  It's people like him that give
the poor and down trodden, a bad name.

I didn't know States could add stipulations to receiving
Federal Benefits.  I know that in some states, you can't vote
if you do certain crimes.  The ACLU hasn't challenged this
yet.
