No, but for each person who feels comfortable and happy buying that one cup of coffee, most are going to come back another time and spend more $, bring friends or business associates, etc. It will keep the place in business if you keep the people happy without sacrificing all the profits, and encourage them to make it a comfortable place where they can meet people for coffee, lunch, etc., word of mouth is also the best advertising, so that person with the single cup of coffee who stays an hour may end up sending multiple others.

The simple fact of the matter whether you or anyone else like's it or not is that the parking spaces on Cookman were filled most of the time. And now that they are not during the week is sort of pretty good proof that they were from folks just parking their cars there because it was free and not because they were in the stores. In fact, I've been in the stores with no one in them and all the spots on Cookman were occupied. So nothing lost by the stores because those people are not parking there anymore. Will some people who went to stores on Cookman not go there because of paid parking Maybe a few, but I do not think that will make or break the stores there.
