To summarise:

For HTML:

1. you can create an image (png etc) from the vector format
  a. graphviz and dia as used by Waf
  b. SVG via imagemagick
  c. any other vector format you can save as or convert to png
2. you can use SVG in an object tag

For PDF:

1. You can use SVG with the FOP backend, but you don't like the output
2. You can create an EPS from the vector format for use with dblatex
  a. graphviz and dia as used by waf
  b. SVG via imagemagick
  c. any other vector format you can save as or convert to EPS

You can hide much of the complexity with your own macro, see the (not
very tested) example attached which supports automatically choosing
between option 2 for HTML and 1 for PDF from input like:

vec::my_drawing[]
