Cancel my last comment re it not doing any harm, it will as soon as it hits the first comment block delimiter in the included file.

One way around would be to use line comments.

See the note at the end of
http://www.methods.co.nz/asciidoc/userguide.html#X26 system macros are
executed in comment blocks.

That note has been there since at least 8.3.5 so it looks like you
were unfortunately relying on a bug for it to work in 8.6.4.
