You would edit the following block in html5.conf (or xhtml11.conf if you
are using that). Notice the bolded <p>|</p> in the headdata entry.

The content inserted into the headdata doesn't get any other templating,
hence why you need it in [tabletags-default] definition. The bodydata gets
wrapped by nested templates that apply the cell formatting.

The reason <th> tags don't get the <p> (to my knowledge) is because styles
are not applied to the header row (so you are free to apply CSS to the <th>
directly to get the desired formatting).
