In ETSI specs there is, as you probably know, different versions. For GSMMAP as an example there is almost 8 different ASN1 versions depending on the GSMMAP version.For INAP, CAMEL etc it is the same.
 
When two SS7 nodes discuss together the initiator must send in the first exchanged message the application context to let the network know the version he is using, constructor etc...
In SS7 traces you can see that with the "6b" in the HEX traces.
 
For example i was using different application context from my platform depending on the switch I was talking to E// fixe, E// mobile, Alcatel Fixe ...
 
This application context is optional but most of the switches require its presence in the first message.
