Well, we can have the Abstract-Syntax, but shall we mot need to define a new "encoding rule" to get the ISUP encoding, which is neither BER/DER/CER/PER/XER ?
One purpose of ECN (Encoding Control Notation) defined in ITU-T Rec. X.692 | ISO/IEC 8825-3 (and associated with ASN.1) is to describe proprietary encodings. See:
