We have done several partial specs using ASN.1 and one full one, and in each case it was not immediately obvious what sort of constructs to use to achieve the desired encoding. It's written at http://asn1.elibel.tm.fr/ecn/#application-domains that ITU-T Rec. Q.763 has already been redesigned with ECN.
