If the Assam Govt. makes a formal proposal (with all the formalities) to the Center for the name change, the Center will ofcourse allow it.
 
But what I think (not sure) has happened, the GOA has made a proposal, but not yet moved forward to complete all the formalities. That has, I think, led to the confusion. It looks like the GOA is testing the waters first, and if there is not  much opposition, it will take the final step.

As it is a matter of fact, let us not argue about it. It can be easily verified. There was even an Assam Govt web site and I do not know whether it is being kept uptodate. The Constitutional position is clear as to how the name of State can be changed. When Meghalaya was created, the name was suggested by the Centre and the State Government had great pleasure in accepting it. In case of Bengal, Jyoti Basu's (the then Chief Minister) will prevailed.
 
If as you think, it is just a proposal, then there is no room for confusion in the matter. Let us
just discuss it.
