If the Assam Govt. makes a formal proposal (with all the formalities) to the Center for the name change, the Center will ofcourse allow it.
But what I think (not sure) has happened, the GOA has made a proposal, but not yet moved forward to complete all the formalities. That has, I think, led to the confusion. It looks like the GOA is testing the waters first, and if there is not much opposition, it will take the final step.

The Constitutional position is clear as to how the name of State can be changed. When Meghalaya was created, the name was suggested by the Centre and the State Government had great pleasure in accepting it.
