MMS is quoted by Prafulla ' Somebody concocted that GOI wanted ULFA to write a letter saying their so and so will be coming to Talks...'.

MMS is also quoted by the same P --- 'ULFA is in ISI's grips ....'
Having read above I felt that I have missed the meaning of Concocted all these years.I looked up Webster/Oxford dictionaries and was relieved that I was almost right.
Now assuming Proful and the Media transcribed MMS correctly, Q's come up thus:
