Did *I* have to KNOW ANYTHING about " Meenas, Gujjars" to imagine
that BEFORE the riots broke out there might have been disaffections
brewing? That storm clouds might have been gathering? But was ignored
by the state, with its conflict resolution mechanisms non-existent or
totally dysfunctional, resulting in the riots, like it has always
been doing ?
Hard to imagine ?

the USA? Conflicts are present in the USA too. But there ARE
functioning institutes of state to work them out. That is why people
don't need to go burn buses routinely or declare 'bondhos'.

approach is applied everywhere. Local Admin calls in the army. In
this case, Rajasthan police had no experience handling anything of

May we know what approach is taken towards rioters who use violence
as a form of protest and then try justifying it - in the
worlds greatest demokrasy - your home, the United EStates of
Amrika? I mean people who damage govt. property, possibly kill and
maim others and try to undermine state authority?
