About mobile phones in Guwahati, do they allow non-residents to get a 
connection now? It is great that there is no charge for incoming calls there. 
Although you get hundreds of minutes for a package deal here, they usually 
charge even more for incoming calls. I think India is very advanced in this 
field. 
 
But I had to get my cell phone connected in my father's name. Reliant won't 
even give me a connection, it was one of those two - Air... something. One is 
doing very well, I hear, so it would be the other. 
 
They gave my folks back home a lot of trouble - instead of giving them the 
deposit back (yes, it was one thousand rupees only, but still they never saw 
that money again but was relieved that their "head office" in Fancy Bazar 
realized that it was a closed account and stopped any charges into the 
closed/non-existing account), they kept sending them the bills for months even 
after the phone was disconnected and the sim card was surrendered. It was just 
so ridiculous! that a lawyer friend of ours even asked if we needed any help so 
they won't do it to others. 
 
Reliant won't even add a new phone even if you have an account with them - 
during that time - about a year or so ago. And if you use your phone connection 
from the US,  the good connection is there but would cost you an arm and a leg.
 
Of course, one good thing in India (about computers and getting a connection) 
is that the technician would make house calls - though within the warranty 
period only. 
And I hear there is no license/copyright restriction for most of the 
application softwares - even when one uses it for profit.
