But before we can present the analogy as an universal truth, one has to be specific as to WHAT or WHOSE public ( or private ) sectors we speak of. Indian public sector is not the same as that of China's or of US'.

US phone services and electricity providers ( called public utilities for obvious reasons) were autonomous entities but closely controlled by the government; yet has proven to be some of the best the world ever saw. China's public sector provides electricity, water supply and sanitation to its burgeoning
industry and rapidly progressing civil sector.

So the problem is with what passes for government in India. That is the difference. Just because Indian governance is dysfunctional, does not mean ALL governments are destined to be so.

This is because cell phone was considered a luxury and hence left to the market forces whereas electricity was considered essential and left for the government to provide.

Government always messes up whereas fair  market dynamics does not.
