One of the aspects of the article by Sri Sanjib Barua stressed the lack of 
uniformity in the Indian policies towards illegal migration in Assam (North 
East) and the rest of India. The underlying reasons in this divergence of 
policies too have contributed to the feeling of alienation. A few days back, 
while discussing another unrelated matter, it struck me that even in case of 
transfers and posting of employees of the Union and/or other non-state 
establishments such a discriminatory policy is pursued. A person, who comes on 
transfer to this region, gets additional salaries, allowances and perks, by 
whatever name called. That apart, if he comes on transfer to this region, then 
during his posting here, he is entitled to retain his residential accomodation 
in Delhi, say, for the said period. Also, he becomes entitled to choice posting 
thereafter. This differential treatment marks a clear admission on the part of 
the Union itself that 'Assam' or 'the north
 east' is not a uniform part of India, and it surely does not favour the 
arguments of those, who maintain that there cannot be any ground about Assam 
suffering from the 'victim' myth.
