Good thoughts, Santanu. Hope some (the bad parts) of these things won't happen.

I don't think it is for the seniors only but all people up to the age of 90 and I think it should go beyond 90, why leave the ones over 90?

All the best again for the new year, as always.

>The details in the press release are extremely fuzzy. However, it defies credulity that Rs. 20 crores is all it takes to provide health and accident insurance to all seniors of Assam (upto the age of 90).
>The health insurance scheme talks about having a list of diseases that would entitle those suffering from such diseases to receive up to Rs. 25000 from the insurance company as treatment expenses. That's a fair bit of money. A doctor and a patient with the connivance of a pathologist - can easily create a "case" of TB or heart disease - or whatever is on the list. To prevent this the insurance company will need to require patients to go to certain hospitals and certain approved doctors - and these will probably have to be some of the very best ones in the state - and they will immediately raise the prices charged from senior realizing that patients can get partly reimbursed by the insurance company - & this will cause further problems.
>One way to thinbk about the situation is as follows - suppose a private insurance company wants to offer the same insurance scheme to all seniors of the state - what kind of premium would it need to charge to break even (taking into account the high possibilities of fraud, the higher prices charged by approved doctors etc)? I think twenty crores would go nowhere. So, either the company winning Gogoi's tender will not provide the benefits in reality or the state will be paying out far higher amounts to the company....
